“I have a dear friend named Barbara who for years has traveled every day from Old Orchard Beach to the Scarborough Veteran’s Home to visit with her husband. It hasn’t gone unnoticed by Shuttlebus employees that Barbara would have to not only walk down to the home after being dropped off but would also have to walk out from the home and cross the highway in order to catch the bus home.
